See this example game review? On the top, beside the producer/publisher/year info, there is EXTRAS and below it Rate this game. From 1 (worst) to 5 (best), your choice. And the overall ratings of the editor of the review, and all people who voted, are displayed just on top of the screenshots, on the right side.

In case you didn't catch that either:

You have to be signed in to rate a game. Otherwise, it isn't there. That's what was confusing me. I was looking without being signed in.
