I think that TTD is more appealing than Locomotion in the same way that Tetris will always be better than new attempts at various 'sequels'.

TTD managed to simulate a very interesting business (ie transport) by keeping things simple, like Tetris revolves around a simple idea. But with all the processing power and demand for graphics these days, people try to expand on these ideas, even though the brilliance was in their simplicity!
