what exactly is exult? is it a windows programm? a dos tool?

It's a game engine for windows that runs U7.

And like Data has said, Pentagram is what you should be after. Although, it isn't as complete as Exult is, and you cannot complete the game yet as far as I know.

If you want to play it right through though, and have time to muck about trying to get it to work, then http://members.iinet.net.au/~rsd/ is your best bet.
