There are windows and DOS version of that game. Which one do you have? Is it orginal or RIP of the game?

DOS = VDMSound / DosBox
W9x = virtualisation software / separate HDD running W98SE.

Virtualisation software is still an option, as well as an additional hard driver running Windows 98.

by Virtualisation you mean virtual machine? if yes, then it lags like hell

Time Commando is an old game. Ran decently on P90's, if I am right.
Should run well with an average modern computer.

If it's a Windows game, there is little practical things to do other than to play with the compatibility settings.

There is some games which I would never bother try to make work on my Windows XP because they are hopeless...

Time Commando shouldn't be able to run in Windows XP at all because the game tries to take full control of the CD drive (can't open the drive with the button anymore) that has the game-CD in it, and Windows XP doesn't allow that. Therefore the game crashes or doesn't find the CD or similar, don't remember anymore but it was at least like that with my full bought version of the game on CD.
