I'd say the best word is 'tension' ... the brushstrokes convey tension ... while the figure screaming would release that tension, or offer to do it, or ... about to do it.

And ... well, the bridge goes on but where, we don't see where it is, really, seems to go off into mid air ... and the water, on the right it kinda forms a head, like a bird head, I dunno, is it the shore, I guess it is, but it's blue!. Uhm ... the colors cool blue vs hot orangy color, adds to the static electricity ...

And there's kind of an isolated feel to it, too, cuz indifferent figures walk away from the main figure, who is by itself.

That's my take on it.

By the way, he did three or so versions of the painting, and one of em was stolen fairly recently. Fortunately there are still the others.
