Not entirely true, NTFS is usable in Windows 98 with a certain program, named NTFS for Windows 98.
A freeware version that can only read NTFS volumes can be downloaded here: NTFS for Windows 98.
A shareware version that is Dos-oriented but works in Windows 98 too, that can read NTFS volumes but needs to be purchased for writing can be downloaded here: NTFS4DOS Pro.

And besides, he can always re-format the drive and choose FAT32 again.
