BY THE WAY, changing desktop refresh rate doesn't help. on resolution change it goes to different value. what you try to do is go to
start-> run
type dxdiag
click More Help tab
click override DirectDraw refresh rate
set override value to value that your monitor can handle and is not wavy then (75 you said?)
