Yes exactly, when you kill VIP then chance of "garcianation" get's considerably higher.
Oh and by heavy a ssault you can kill several people at once, if they will be in the place at the time.
And remember the reports you are reading are from YESTERDAY so if they say that they will meet "day after tomorrow" it will be your "tomorrow".
