You're probably right, I was just generalizing but it's perfectly possible for a modern game to have no proper timing programmed as well as a DOS one, but I think less frequent... The most established 3D engines I can recall (Morrowind...) when they find more powerful hardware they usually produce more FPS but preserve the timing...
