did you use latest official patch:
Nightlong - Union City Conspiracy 1.1?
As far as I recall, it helps me solved this problem, unfortunately I didn't finish this game via this patch and some peeps reported having problem on 2nd CD.
Try it, I'm sure it's your remedy
