I prefer it where it is. Less focus on the sb for heavy debates, for starters.
And Japo is right: At least put up a poll, if anything.

i like it on bottom but maybe a message like "we have a chatbox on bottom" on top would let people know that there actually is chatbox. mostly people don't notice what's on bottoms
