does this game need to be run with dos box?

If you look at the compatibility of the game on the site, you'll see
Quote:
Compatibility :* DOSBox, VDMSound, DOS
which lead me to think you won't be able to play this game under Windows without DOSBox or VDMSound.

correct eagle am not able to get it to work under win 98 either.

If you are using Win98 I guess you are in a deadend, because DOSBox doesn't work in Win98.

You may want to try VDMSound, but I'm not sure it will work either.

goblins, have you tried running the game using pure Dos? You just change options by clicking on the exe file (or the short cut) and selecting properties, Programs, then Advanced, then select 'MS Dos Mode' if it's not already selected.
