I found this useful tip on MobyGames:

In levels where you fight the T-1000 one on one, like the first level of the game and the level in the hospital, hold down the fire button (space bar) before the level loads. Arnie will begin firing his limited amount of bullets as soon as the level loads, knocking the T-1000 back with each bullet, eventually out of the screen, beating him. He'll only be on half health but because you knock him out of the screen, he dies. You get to save all your valuable health for the driving levels ahead.
