I think they're abandonware (The first is pretty old. 1989). You can download Harpoon I HERE (Click on Mirror 1. It's VERY slow, but i think it's a FTP so you can try to connect via ftp manager)

Yes. The only way to get Harpoon 2 is to buy that collection.
