That's where we disagree. What if someone started uploading images with text like "U-Boat Commander David is retarded!!!", posted them on some forum you frequent and the staff for some reason refused to remove them? Well?

Also, remember that there is no such thing as true freedom of speech. Everywhere you turn, there are rules and limitations.
On Imageshack, that is because of the Terms of Service. So, if someone repeatedly uploaded content that breaks Imageshack's TOS, they have all the right in the world to give that person a permament boot from their services. Requiring registration to upload images allows them to identify such individuals, and no casual viewer has to know who exactly uploaded what.

This has never stopped anyone from breaking them though, as there're always ways to bypass the rules and limitations if needed and / or wanted. And nothing will ever change that because limitations and penalties have one weak point - they fight the result of the reason instead of the reason itself. And the reason is often something different from it's results and has much deeper roots than one would care about.
