I reckon the game you are after is probably Warhammer 40000 Chaos Gate.

Hmm X Com itself was only just released in 1993 so are you sure it was the early 90's?
what about Laser Squad Nemesis? http://www.mobygames.com/game/window...is/screenshots It came out in 2003 but it fits the bright description. |

It looks remarkably similiar to laser squad nemesis, but I think the sprites were bigger.
It was not in the 40k universe. Also it was probably released after x-com apoc.. |
