I've shown it to both a friend of mine with a 2-year old kid and a friend of mine with a 2-year old sister. The first friend said her kid used to do that too, but to a lesser extend, and still sometimes does. The second friend said the sister didn't do that, but that it tends to happen with some kids. It just depends on what kind of kid and how well it's raised, I suppose.

The video's still hilarious, though

re-en-act... To act out something that has happened. Maybe when they went out the mum, the baby and the dog, the baby was walking and fell. People started laughing and the baby got the attention. Now the baby has the impression it's funny if it walks around the mother and falls - starts to cry/pretend to cry. The parents are obviously encouraging this.
It might be fun, but that baby might have some weird ideas on how to attract attention - if this pattern keeps continuing for a few more years.

Reenact means to act something that has previously done. eg. If someone did a completely idiotic thing. Someone lauging might copy what he's doing as though he was making the moment happen again. I know it's not a very good explanation. I suck at this explaining anyways..
