Well, if the bell hop is actually affected by the yet to exist second party, then he will have 5 dollars.

The trick to this riddle is not to add the 2 dollars, but to subtract them.

9*3=27(total amount paid by the guests)
27+1+1+1=30(they each got one in their pockets)
27-2=25(2 dollalrs is how much bellhop took, 25 is total price paid for the room, which means that 25+2=27 which is the total amount paid by the guests)

The bold is the solution.
