Dhimmis are people from other (monothe?stic) religions that were granted to live in the Islamic world without converting. However they had to pay special taxes and were not allowed to hold a position of power or build new places of worship or renovate existing places of worship. They also had to wear special clothing and have their ID as dhimmi with them at all times, if they were found without one they were allowed to be killed.
In some places and times the laws against dhimmis were more flexible (like for example in Al-Andalus/Spain when the less fundamentalist rulers were in power)
