But Hamas is a rather new group, the Palestinian authority itself used to be a terrorist/guerilla group (PLO) so did Israel create the PLO/PA aswell in order to... destroy tourism, hinder economy and pull back from territories? You've been reading too many leaflets, my friend.
And who are these elite? The rulers? There will always be rulers and thus there will always be an elite group. Writing in caps won't change that.
