From the roll down menu in the right hand corner, select
water (it is on geography at first).
Next, press the colored 'cards' next to this roll down menu and
continue pressing the button. Now you will see the overlay of water utilities on the big map.
Water access: this is basic water access and is suited only for small workers' houses in industrial areas. On the map this is marked as
blue.
Pipe access: you need this for your bigger buildings and fountains and bathhouses. Color is
red at first (no water flowing yet).
When you speed up time, you will see the red color turn into
purple, meaning the pipes actually transport water now.
It is recommended you stop time when in building mode. When you've build everything you intended to, speed up time to see the buildings grow and water flow.
