It's basicly the same program, but I prefer GoldWave. Your only chance if this file is a mp3 for example, is to filter out the most common frequencies voices are in. There are plugins for WinAmp that does this automatically too (can't remember the names of any right now though) and it kinda muffles the voices in a song making it semi-instrumental, but you sometimes notice a sort of whisper in the background from the voices.
