This was the case with regular Win98, but was fixed with Win98SE if I remember correctly. (same as couple other 'limit in the size' things)
Win98SE is a good choice, as its DOS mode is good enough to run any DOS game. There should be a tread around in which I explained how to properly set it up to run DOS games somewhere in this sub-forum.
