My guess is, that the baby is trying to reenact something... The woman and the dog walking by, the baby falling down and crying... The guy behind the camera deliberatly moves so that the baby would follow that woman and the dog in and come into the view... Looks like they were trying to film something and they haven't edited it yet or something.
That's just weird if you ask me.
