Actually, if you're interested in making such client-wide limitation the router is really your *only* option. A Firefox extension would only limit the speed of browser downloads and nothing else. However, most cheap SOHO routers don't ship with firmware capable of configurable traffic shaping. That said, I'll bet there are alternative firmwares out there which do.
