And of course get himself a bit known around.
A one-year member who has been constantly active and contributed to the site and community is more likely to get one then a three-day newbie who only posted on the forum twice.
Naturally, if a total newb asks for a custom title, he might still end up with one... except it might not be the one he wanted.
