wow thats weird. cause lcds usualy arnt 'shifted'
i would try reinstalling direct x and graphic card drivers if you dont feel like for using dosbox

or also: this probably wont work cause refresh rate doesnt affect lcd monitors but maybe your wrong screen offset is somehow connected with specific resolution and default 'refresh rate' so you can give it a shot anyways: click start->run, type in dxdiag and go to 'more help' tab there is 'override value' and try resetting (60 for example)
