You'll have to start DOSbox, how to do this depends on operating system.
In Windows XP it will probably be in the C:\Program Files\DOSbox\ directory; you'll have to run dosbox.exe
Using Linux, Debian package, you'll have to enter dosbox on the command line (command is located in /usr/bin/)
DOSbox will open, with a welcome message and a prompt: Z>
Mount your game location to DOSbox, type this behind the Z>
mount [drive letter, e.g. C] [path to game OR path to game directory, e.g. c:\program files\dosgames or /home/games/dosgames], press Enter
go to the mounted drive, e.g. type
c:, press Enter
if necessary, change to police quest directory by typing
cd [name of policequest directory], press Enter
for Police Quest I, EGA version, the executable is named pq; so to start it, just type
pq, press Enter
To toggle between windowed & full-screen mode, type [Alt]+[Enter]
