Accessible to registered users who reach certain time of membership and amount of activity in non-trivial forum areas (pretty much everything except for Competition/Games and 3xBlah).
You'll know it when you see it.
PS. Friendly advice: Users who spammed to get there found out their postcounts suddenly acquiring a negative value. So... don't do it.
