Security
Before I move on to the campaign I've been playing city only mode trying to figure out the best set up for the city.
Everything is building up nicely,but when I get to 100 - 150BC the vigils start disappearing and internal security get's low,which after a while causes riots.The praefectures I built are all still there but no vigils,and I've tried building new praefectures but no new vigils appear.
External security is ok as I've built barracks along the walls and have soldiers patrolling the perimeter,and I always keep the number of plebs above what is required.
Can anyone suggest what might be causing this?
