Actually, it's not a statement. It would be a statement if you had documented proof he suffers from a very specific form of mental disability. Since you don't have access to his medical records, you have no grounds to make such a statement - thus making your use of the term pure libel.

1. You are welcome to have an opinion.
2. You are welcome to express said opinion.

4. If you can't make use of #2 without breaking #3, you are required to STFU and then your choice of GTFU or GTFO.
