It's Pingus and sadly the development has been stalled for 2 years (the new release was supposed to come out a year ago; personally I can't wait).

BTW, there is another game based on Pingus source,
Gallipoli. I haven't tried it yet, because there was only a .deb package available, but as I can see the source is finally there, so I'll try it now.
