You receive the Imperial Edict with 255 popularity. If you play a western leader, then take over the west of the continent, you'll probably have the edict by the time you take over Prefecture 19. If you play a Eastern leader, you MUST have pref. 10/20 in order to make this work, as with most of the warring happens on the Eastern side of the map.
