I have found out, at least as much as one can find out. The origin is somewhat in dispute, it seems.

Actually, It comes from doctor who, the 4th incarnation. It's rather odd though, how I know of this show. It's a british tv series, that probably noone has ever watched.

I've seen the show. It used to freak me out when I was a kid. I haven't seen it in...probably 20 years, though. And that riddle is much older than the show.
