Personally, I'd put my money on the first Settlers game. I've only ever really played Settlers II Gold, and the little men in that seem a little more isometric, though it could just be the guy standing like that to build.
EDIT: Try this one. The character is a guy. I had to get this from a games site screenshot, because I don't have the game and the screenshot was hard to find anyway.  |
