Your post is a little bit unclear. I presume you don't mean "Real" DOS, but DOS emulators. Besides Exult, which other emulators did you try? Some information about your hardware software would be useful for troubleshooting, too. Which OS are you on? Do you have any Windows games installed, and do they show the same effects?

Maybe your GPU and / or monitor don't support the games' resolution?
Remember most old DOS games use very low resolutions (320x200 and 320x240 are usually the top of it) and refresh rates.

I'm using XP on a Gateway laptop with ATI Radeon Xpress 200M and AMD Turion64. DosBox and Exult are the players and Counter-Strike works fine, however Age of Empires 2 does the same thing as the dos games but only on its menus not the game itself. My soundcard is also broke. Tell me if any more information is needed.
