Well then, if banning is necessary, then why not put him into a padded cell? A medicinal treatment along with some brain lobotomy is always a good idea in such situations! hehe, I suggest we keep the prisioner in our nearby surroundings, where he can't escape to the outside world and infest other people with his madness!!
I myself have been a long time forum lurker in the german Jagged Alliance 2 forum, where the admins did employ such an idea, and with success I might add! These clever admins had created a small subforum called "padded room" for imprisoning brainiacs like Saccade for a set ammount of time.  Visitors were allowed to reply to his posts from 2pm to 4pm daily in this section of the forum, but of course you will understand, if we let Saccade leave, then do you really want him to go somewhere else to terrorize innocent people?
