I actually remember playing something that matches exactly that description, but I don't think I can be of much help. To add more info that of the original post, I think it was a Windows game, somewhere between Windows 95 to Windows XP, more probably XP. I feel it was one of those "Klik and Play" games, but I'm not sure.
