After you play the game for a while you get used to some of the more common scandals so you know what to do, generally speaking though you should search every location and tail everyone. Anyone without a large public profile can be a$$a$$inated or abduted and for cheap political capital smear everyone and everything opposed to the government. That should help you get over 49%.
