When you run DOSBox through its appropriate shortcut (the ones in desktop and Start menu) you get the command line prompt.

And since it is clear you have little experience running DOSBox using the command prompt interface, I once again suggest you read the Beginner's Guide.
You can either set up Norton Commander in DOSBox (which gives you a nice mouse-operated GUI) or use the DIR commands within the games' directory to identify the runnable files there. Try them one by one until you find the right one.

You'll have to start DOSbox, how to do this depends on operating system.
In Windows XP it will probably be in the C:\Program Files\DOSbox\ directory; you'll have to run dosbox.exe
Using Linux, Debian package, you'll have to enter dosbox on the command line (command is located in /usr/bin/)

DOSbox will open, with a welcome message and a prompt: Z>
Mount your game location to DOSbox, type this behind the Z>
mount [drive letter, e.g. C] [path to game OR path to game directory, e.g. c:\program files\dosgames or /home/games/dosgames], press Enter
go to the mounted drive, e.g. type c:, press Enter

if necessary, change to police quest directory by typing cd [name of policequest directory], press Enter
for Police Quest I, EGA version, the executable is named pq; so to start it, just type pq, press Enter

To toggle between windowed & full-screen mode, type [Alt]+[Enter]

Default how to download this game?

hi there...

I feel like a dummy asking this, but it seems that I can't download this game because the 'download this game' icon does not appear. Instead there is a 'Entertainment Software Assocation NO 90!' icon, which doesn't download the game...
Really unfortunate, because I have been playing this game a lot during my youth...So it's like nostalgie to play it again!

Can anyone help me with this?

It's not "NO 90!" but "NO GO!".

Police Quest and Larry series are still sold on Amazon and Gamestop (see List of Protected Games On site (We are Re-Checking them) for details), so we cannot offer them for download.

gta engine would have terrible ithem system and the whole game would feel more like arcade than a serious cop game. also, it had this specific driving system that made the game challenging. i think it'd be pretty bad crap with gta engine

Of course things would need to be reworked, but a third person perspective with the sheer size and graphical power of the GTA engine or something similar could make for a good game. When I was thinking about it before as I typed, I imagined a speech recognition system where you could speak/shout commands to people. And have a shooting system similar to SWAT 4 where you tell suspects to put their hands up, etc. and have to draw and fire your weapon only when necessary.
