What I'm hoping to find is some mythical GUI where you can customize EVERYTHING - the buttons, start menu thing, windows look, mouse, etc, but maybe I should just make my own for that

Well. Quickmenu 3 can be customized with a great deal.
Even the shareware version.
And finding a working serial only takes the right google search.
