Ok, small domus needs external security in order to upgrade, and to do so the city must be surrounded by a wall (including rivers) on the city level, right? I did it, but to no avail. Why is this happening, dammit?

On the first two difficulties, you complete your promotions, then that's it. From Normal upwards, you get to play on as Caesar, and the extreme provinces become unlocked too.

If memory serves me right, there is a glitch in that the impossible campaign cannot be properly completed because there are not enough provinces to earn all the promotions (with Pompous Maximus pinching two provinces for every one of yours).

actually, at that level they put you back at square one, but as mentioned, it is almost impossible to complete the game a second time since maximus is now working way faster than you. I think he is programmed to take certain provinces when you do not, forcing you to replay the game in order to experience all the various provinces

I'm sorry if it wasn't clear that I meant starting a new game at normal difficulty. But what happens after the final promotion is that you get the option to continue, you get taken back to the empire map and the new provinces are opened. I've just got this far having not played it for a while, I don't know if Pompous Maximus still conquers after this.

Anyway, at normal difficulty, as Pompous Maximus takes two provinces for every one you do, and it's impossible to get enough ratings to complete a level before he does, there are a couple of regular provinces left available in addition to the Northern challenge. But you need so many provinces to get to Caesar at impossible that you get taken back to the main menu when you achieve promotion and there are no more regular provinces left because either you or Pompous Maximus have taken them.

Also, Pompous Maximus takes random provinces, as long as they are adjacent to a previously conquered province. If you save before he takes one, load it and he won't necessarily take the same place.

did you take into account bridges? did you allocate plebs to maintain the walls? (if not, they degrade quickly). Finally, you have to wait a few months before the change becomes effective
